We are Grocery Services!

Founded in 1992 in Houston, Grocery Services is a Texas-based specialty grocer dedicated to supporting families enrolled in the WIC (Women, Infants & Children) program. With 43 locations across Houston, El Paso, and the Rio Grande Valley, we are proud to serve as a trusted partner in the lives of mothers, infants, and young children.

Our stores are uniquely designed for WIC participants, offering only WIC-approved groceries across 11 essential categories—from fresh produce to specialty infant formulas. We take pride in offering one of the widest selections of infant formula in Texas, ensuring even the most specialized dietary needs are met with care and consistency. Shopping is fast, easy, and dignified—most visits take five minutes or less.

At our core, we are a purpose-driven organization rooted in community, service, and equity. Guided by our three principles—Be Caring, Be Committed, Be Compassionate—we strive to make every visit welcoming and supportive. Our bilingual workforce reflects the communities we serve, bringing compassion and clarity to every interaction.

 

Grocery Services Inc. also operates Bryant’s Market, an innovative WIC retail concept designed to expand access to healthy, sustainable food options for families across Texas. Under the leadership of Regional Vice President Ali Sang, we continue to grow while staying focused on our mission: providing superior service and healthy alternatives to families in need.

Roxann Borgman

Human Resources

Roxann Borgman joined the Grocery Services Inc. management team as the Director of Human Resources in January 2025 and is responsible for the development and implementation of effective HR strategies, processes, and practices for corporate and the field. Before becoming part of the management team, Roxann applied her extensive Human Resources expertise throughout the years in the metals recycling and hospitality sectors. Roxann's an accomplished professional with a proven ability to develop and implement strategies that support our business and people objectives. Roxann earned her Bachelor of Science in Political Science from University of Houston - Downtown and a Masters of Professional Studies in Human Resources and Employment Relations from The Pennsylvania State University.

Jimmy E Smith Jr.

General Manager

Jimmy E Smith Jr. joined Grocery Services Inc. in May 2017 as the General Manager and plays a vital role in the development and execution of strategy to support the growth of the Company. In this role, Jim is responsible for asset protection, enforcing both local and federal requirements and codes, maintaining the staff, implementing training procedures, and assisting in developing initiatives for the future of our Company. Prior to joining Grocery Services, Jim served as a U.S. Army First Sergeant (Field Artilleryman) with over 25 years of Active Federal Service to his Country. Jim's ability to train, coach, lead and develop Soldiers in Combat earned him the Bronze Star Medal. Jim is an accomplished leader with an innate ability to motivate those around him by providing necessary resources to ensure their success. Jim applies his skills as a superb team builder, mentor, and leader; to the benefit of our Company.

Steve Sigloch

President

In August 2015, Steve Sigloch joined the Grocery Services Inc. management team as the Company President and is responsible for Business development, implementing new strategies, information services, operational tools and store functions. Before becoming part of the management team, Steve served as a Lieutenant Colonel (Combat Engineer) in the U.S. Army with over 21 years of Active Federal Service to his Country. Steve's success in the military resulted in being awarded the Bronze Star Medal. Steve's an accomplished professional with a proven ability to develop and implement strategies that support our business and financial objectives. Steve earned his Bachelor of Science in Construction Science from Texas A&M University, a Masters of Science in Engineering Management from the University of Missouri at Rolla, and a Master of Arts in National Security and Strategic Studies from the Naval War College.
